To sign the Minutes of the meeting of the Council held on 25th July 2019 (copy attached).  Please note queries relating to the accuracy of the Minutes must be submitted in writing to the Monitoring Officer by noon on Wednesday 9th October 2019 - Constitutional requirement - Part 6l, Section 3.3).

7(i) Motion under Council Procedure Rule 12.

To consider the following motion, notice of which has been given under Council Procedure Rule 12 by Councillors Ken Ritchie and Wendy Randall:-

EU Nationals Resident in Daventry District

DDC values the contributions that citizens of other EU states who are resident in Daventry District make to the District’s economy and society;

Notes with concern reports that many EU nationals without ‘permanent residence’ or ‘indefinite leave to remain’ in the UK have yet to apply to the EU Settlement Scheme and may not be aware of the steps they must take to secure their right to remain in the UK in the event of a decision by the UK to leave the EU;

Therefore resolves to do everything reasonably possible to contact all nationals of other EU states living in the District and to advise them of the actions they may need to take should they wish to remain resident in the UK.

7(ii) Motion under Council Procedure Rule 12.

To consider the following motion, notice of which has been given under Council Procedure Rule 12 by Councillors Ken Ritchie and Wendy Randall:-

Local Government Re-organisation

This Council notes that it is possible that the Structural Change Order on local government in Northamptonshire may not gain parliamentary approval before a general election is called.

It also notes that a general election could result in the formation of a Government which does not share the present Government’s view that new unitary authorities should cover areas with at least 300,000 residents.

This Council, while accepting the case for re-organising local government in Northamptonshire into a number of unitary authorities, is strongly of the view that a three-unitary model (North Northamptonshire, Northampton town, and a West Northamptonshire council consisting of Daventry and South Northants districts) would be much preferable to the two-unitary structure proposed at present.

This Council therefore resolves, should there be a change in Government before the SCO has been enacted, to make any new Government aware of its preference for a three-unitary model at the earliest opportunity.

7(iii) Motion under Council Procedure Rule 12.

To consider the following motion, notice of which has been given under Council Procedure Rule 12 by Councillors Stephen Dabbs and Jason Pritchard:-

Motion to Monitor Cinema Development

This Council continues to support improvements for Daventry Town Centre and to promote leisure activities for, and well being of, residents.  By financing the building of a cinema and new town square plus restaurants, this Council firmly believes that it will leave an enduring legacy, once this Council is absorbed, over the next few years, into the new unitary Council of West Northamptonshire.   

This Council recognises that a substantial investment is required for the project, last reported as £12.4m, but that the potential returns will never be significant in monetary terms.  Hence it is vital that the project is closely monitored throughout its various stages.

Furthermore, it is vital that this Council is open and honest about this project's progress, not only within the Council chamber, but in the outside world too.

That said, it has been noticeable in recent weeks that the site of the cinema has been cleared of the old library, in so far as the buildings have been demolished.  As at the time of writing, huge mountains of rubble still remain on site.  Also there appears to be very little actual activity taking place.  It begs the question as to what is actually going on.  An update is overdue.

At full Council on 15th May 2019, a motion was presented stating:

"that should an operator not be found within 3 months of today, the project should be cancelled, and alternative uses sought for the former library site."

The motion was defeated.

Although it is noted that an update was provided on the Council website immediately after the meeting, nothing has been seen after that which indicates that an appointment is any nearer.

To resolve the information deficit and ensure that members and the public are kept fully up to date (commercial sensitivities excepted):-

This council therefore resolves:-

  • that the Leader or portfolio holder for Economic, Regeneration & Employment should report to members on a frequent basis on:-      

    • the status of the appointment of an operator
    • the status of the progress of the build
    • a commentary on the budget for the project, both expenditure made and planned
  • to issue announcements on the Council's website, on the same basis. 

8. Reports of Committees.

To receive for information purposes only the Minutes of the under-mentioned Committees.  (The following Committee was cancelled: Corporate Governance Committee 31st July 2019).

9. Recommendations of Committees.
To consider the recommendations of the several Committees and to pass such resolutions thereon as the Council may determine. (Please note that further to copies previously circulated with Committee agendas, copies of the related reports are available for public inspection).
14. Announcement of Conservative Group Leader and Deputy Leader.
To announce a change of Leader and Deputy Leader with effect from 1st November 2019.
15. Appointments to Committees.
To consider the appointment of Members to Committees (schedule to be circulated at the meeting).
16. Appointments to Outside Bodies.

To consider the appointment of a representative to the A5 Joint Member Transport Group - Conservative Group nomination Councillor Alan Chantler.

17. Urgent Business.
To consider any other item, which the Chairman decides is urgent, notice of which has been given in writing to the Chief Executive prior to the commencement of the meeting.
